60 days after President Biden signed the American Rescue Plan, his $1.9 trillion COVID-19 relief package, into law, his administration is rolling out $350 billion in funding to state, local, and tribal governments. The president is expected to go into details this afternoon, touting the help it will provide to workers and the economy, and announcing recipients will have plenty of authority to determine how to use their funding. This funding was one of the major sticking points for Republicans on Capitol Hill, who argued that many states didn't face revenue losses as steep as once feared, and that the federal government shouldn't bail out state and local governments that are in debt from previous decisions. Biden is holding steady with approval of a majority of Americans, according to a new poll from The Associated Press-NORC Center for Public Affairs Research. The survey shows Biden is buoyed in particular by the public's broad backing for his handling of the coronavirus pandemic. Biden's overall approval rating sits at 63%. When it comes to the new Democratic president's handling of the pandemic, 71% of Americans approve, including 47% of Republicans.

Ahhhh Spring. The perfect time to go outside (if you're fully vaccinated, without a mask!) and take in the flowers and trees in full bloom, listen to the birds singing and oh yeah: dodge some falling rocket debris .... Depending on who you ask, there could be good reason to skip the whole fresh air thing and stay indoors this weekend. According to a number of sources, including the Pentagon and Aerospace Corp, a section of a large Chinese rocket is falling back to Earth and is expected to crash sometime Saturday. Exactly where no one is really sure -- Anywhere from the Indian Ocean to the Pacific near the Equator after passing over eastern US cities. The orbit itself covers a swath of the planet from New Zealand to Newfoundland. There’s also a very real concern that debris could hit an airplane in the sky. The FAA is now working with NORAD to monitor the sky, saying “Tactical decisions, if needed, will be made based on real-time information.” (translation: scientists won’t know where this rocket is going until just a few hours before it hits so they’ll have to think fast). Meanwhile, China is downplaying the event saying that it's all just "hype" from the Western media and that the rocket is "thin skinned," and likely to burn up before it hits earth … wherever that might be.

COVID-19 vaccine eligibility for teens and even younger children appears to be on the horizon as the FDA seems close to granting emergency use authorization to Pfizer-BioNTech's coronavirus vaccine for teens and children ages 12 to 15. All people in America 16 years and older are already eligible to receive the Pfizer vaccine, and anyone 18 years and older is eligible for Moderna or Johnson & Johnson while all three continue to run studies on even younger kids. But the rapid pace of progress has left parents searching for answers as quickly as the science develops, like will their kids experience the same side effects as adults and will the dosage amount be the same? Will they need a shot to go back to in-school learning? With the latest report from the American Academy of Pediatrics saying that children now make up 22.4% of all new weekly cases, and over 3.7 million children have been diagnosed during the pandemic, it's more important than ever that parents get answers to their questions.

More than 186,000 restaurants flooded the federal government with applications for money in the first two days of a program set up to ameliorate the impact of the coronavirus pandemic, according to the White House. President Biden touted the new Restaurant Revitalization Fund, as part of the $1.9 trillion COVID-19 relief package he signed into law nearly two months ago, recognizing the industry as one of the hardest hit economic sectors during the pandemic. Biden emphasized the importance of these businesses as being part of the fabric of local communities and the fund will play a major role in our overall economic recovery. But with 186,000 and counting applications, it will be important to hold the White House accountable for how the money is going out and who it’s going to. Andy also looks at the irony of the fact that many restaurants are having trouble finding people to work for them because of the robust unemployment plan.

The City of Colorado Springs is building a new Summit Visitor Center that will welcome upwards of 1 million people each year who reach the summit of Pikes Peak -America's Mountain by car, foot, bike or rail. It’s a massive project that has been under construction for three years and is anticipated to open this June. Something you may not know about this building is that it was purposefully designed to significantly reduce its impact on the fragile summit environment and aims to become the first building in the state to fully meet the rigorous Living Building Challenge. The legal team for former Minneapolis police officer Derek Chauvin, who was convicted of murdering George Floyd last month, has filed a motion in a Minneapolis court requesting a new trial on multiple grounds, including jury misconduct. In the filing, Chauvin’s attorney says the former officer should have a new trial in the "interests of justice; abuse of discretion that deprived the Defendant of a fair trial; prosecutorial and jury misconduct; errors of law at trial; and a verdict that is contrary to law." The motion comes as a photo circulating on social media shows juror Brandon Mitchell wearing a Black Lives Matter hat and a shirt with a picture of Martin Luther King Jr. that says, "get your knee off our necks." Mitchell told The Star Tribune that his uncle posted the photo. Mitchell said he attended an Aug. 28 event commemorating the anniversary of King's "I Have a Dream" speech. "I think I was being extremely honest" during the jury selection process, Mitchell said. "I gave my views on everything -- on the case, on Black Lives Matter."

The Biden administration will begin shifting how it allocates COVID-19 shots to states, moving doses from states with lower demand to those with stronger interest in vaccines, the White House said today. The change away from a strict by-population allocation comes as demand for the coronavirus vaccines has dropped nationwide, but especially precipitously in some areas, with some states turning down part or all of their weekly dose allotments. The federal government will now shift some of those doses to areas with higher demand, in an effort to speed shots in those areas. This week, Iowa turned down nearly three quarters of the vaccine doses available to the state for next week from the federal government because demand for the shots remains weak. Last week, Washington state changed the way it allocates coronavirus vaccine to its counties. Previously the state doled out supplies to counties proportionate to their populations. But Gov. Jay Inslee has said that the amounts now will be based on requests from health care providers.

The social network’s Oversight Board says it will announce its decision Wednesday on a case concerning the former president. Trump's account was suspended for inciting violence that led to the deadly Jan. 6 Capitol riots. Facebook and Instagram silenced his accounts on Jan. 7, saying at the time he’d be suspended “at least” through the end of his presidency. Facebook set up the oversight panel to rule on issues about content on its platforms, in response to widespread criticism about its inability to respond swiftly and effectively to misinformation, hate speech and nefarious influence campaigns.

President Joe Biden is marking his first 100 days in office with a trip to Georgia. There, he'll meet with former President Jimmy Carter before headlining a drive-in rally in Duluth. The visit follows Biden's speech to a joint session of Congress, where he made the case for his policy agenda. Much of Biden's speech focused on what he hopes to do over the next year: major priorities like gun control and immigration, his enormous infrastructure bill, education and child care plans. The president also elaborated on his newly announced $1.8 trillion American Families Plan. The plan calls for universal preschool for 3- and 4-year-olds, as well as two years of free community college, a national paid leave program and $800 billion in tax credits for families and workers.
