ABC News Investigative Reporter Mike Levine has the lastest from an 'active bomb threat' near the Library of Congress Thursday morning.

The Pentagon says the U.S. military is ramping up evacuations out of Afghanistan, and that 7,000 civilians have been taken out of the country since August 14. Army Maj. Gen. Hank Taylor told reporters that 12 C-17 aircraft departed with 2,000 evacuees over the past 24 hours. Speaking at a Pentagon briefing today, Taylor said the military now has enough aircraft to get 5,000-9,000 people out a day, depending on how many have been processed and other factors, such as weather. There are now about 5,200 U.S. troops at the airport, a number that has been steadily increasing in recent days.  When ABC News' Luis Martinez pressed Pentagon Press Secretary John Kirby on whether there's been progress getting people access to the airport: "We have seen by opening up another gate, by adding consular officers now, we believe that we will soon begin to see an opening up of the aperture, and we're hopeful that that means more consistent increase in the flow ...but I want to be careful before I make predictions," Kirby replied.

Throughout the commemorative year, we invite you to explore these stories through a series of regional history lectures. The next 2021 scholar series lecture will be a Virtual Lecture Sense of Place in Colorado Springs on Saturday, August 21 at 2 p.m. presented by John Harner. In Harner's book Profitting From the Peak: Landscape and Liberty in Colorado Springs, Harner charts the historical geography of Colorado Springs through ten thematic chapters, then summaries the important dimensions of the city to answer the question, "What shapes Colorado Springs' place identity?" This lecture highlights the major points and conclusions to distill the characteristics of place that define the city. John Harner is a Professor in the Department and Environmental Studies at the University of Colorado Colorado Springs. The rapid takeover by the Taliban blindsided the Biden administration. Biden is set to address the nation today at 3:45PM ET, after the planned withdrawal of American forces turned deadly at Kabul’s airport as thousands tried to flee the country after the Taliban’s takeover. It will be his first public remarks on the Afghanistan situation in nearly a week. Meanwhile in Washington, the blame game is in full swing.  Pressed by ABC News' Jonathan Karl on why the president was drastically wrong in his assessment, Blinken said they've maintained that the Taliban "was in a position of strength," and he blamed Afghan security forces for failing to defend their country. But Rep Liz Cheney (R-WY)placed blame squarely on the shoulders President Biden and on former President Trump, former Secretary of State Mike Pompeo and the Trump administration. “Absolutely President Biden bears responsibility for making this decision. But there's no question that President Trump, his administration, Secretary Pompeo, they also bear very significant responsibility for this. They walked down this path of legitimizing the Taliban, perpetuating this fantasy, telling the American people that the Taliban were a partner for peace. President Trump told us the Taliban was going to fight terror. Secretary Pompeo told us the Taliban was going to renounce Al Qaeda. None of that has happened.”

Pfizer/BioNTech are using preliminary Phase 1 data to start the process of asking the FDA to evaluate a third booster dose. That Phase 1 data found that people given a 3rd shot 8-9 months after their primary doses had a boosted immune response, and higher neutralizing antibody levels against the Delta variant compared to people who received the original 2 doses. The FDA and CDC are still not recommending booster doses for all. It's not clear when or if the agencies might recommend booster doses. The companies are suggesting that giving a booster dose from six to 12 months after the initial vaccination will help maintain a high level of protection.

The last-minute decision to send 3,000 U.S. troops to Afghanistan to help partially evacuate the U.S. Embassy is calling into question whether President Joe Biden will meet his Aug. 31 deadline for fully withdrawing combat forces.

A federal judge is refusing landlords' request to put the Biden administration's new eviction moratorium on hold, though she made clear she thinks it's illegal.  U.S. District Judge Dabney Friedrich on Friday said her "hands are tied" by an appellate ruling the last time courts considered the evictions moratorium in the spring.  In discussing the new moratorium last week, President Joe Biden acknowledged there were questions about its legality, but said a court fight over the new CDC order would buy time for the distribution of some of the $45 billion in rental assistance that has been approved but not yet used.  Plus: Andy will have the latest on the Biden administration's decision to send  U.S. troops into Kabul in a temporary deployment to speed evacuation flights for some American diplomats and thousands of Afghans.

The FDA is planning to authorize a third shot for the immune-compromised as soon as today.  If the FDA green-lights the additional shots  it’s up to the Advisory Committee on Immunization Practices, the Centers for Disease Control's expert advisory panel, to make its own recommendation on who should get the shot and what factors they might want to consider. Those recommendations are typically adopted by the CDC as nationwide public health guidance. The ACIP is scheduled to meet on Friday, though it is not currently scheduled to vote. Dr. Anthony Fauci said this morning that the third shot would specifically be for those who have compromised immune systems and battling advanced illnesses initially,  but that eventually the general population might need that third booster shot, but said that the research is being done to study the long-term vaccine efficacy in people.

 Jared Polis is not planning to mandate masks in schools. 

Remember when the Trump administration sent those massive floating hospitals to California and New York?  One of the signs that the pandemic was under control was seeing those ships return to base.   But now hard-hit Mississippi has requested the federal government send a military hospital ship such as the USNS Comfort to its aid.  And ventilators are shipping again too.  The U.S. Department of Health and Human Services confirmed Wednesday that it was sending 200 ventilators and 100 nasal breathing machines to Florida, where more than 10,000 people are hospitalized with coronavirus-related illnesses.  And even though the demand for much of the personal protection equipment (PPE) fell this spring as COVID-19 cases declined, the need has risen again the need for PPE now is similar to where it was at the pandemic’s beginning.

As the delta variant of the coronavirus sweeps across the United States, a growing number of colleges and universities are requiring proof of COVID-19 vaccination for students to attend in-person classes. But the new mandate has opened the door for those opposed to getting the vaccine to cheat the system: there's plenty of individuals out there selling fake vax cards. And really, have you seen them? Not that hard to reproduce.  And this is despite the threat that being caught can come with fines or even possible jail time. All of which leads to the question of whether digital verification is the way to go.   New York’s Excelsior App is a good example of a successful alternative to a paper card.  Rolled out in March, the Excelsior Pass was the very first government-issued vaccine passport, offering New Yorkers a way to quickly verify their inoculation status or a negative test result via smartphone app or website.

Dr. Anthony Fauci says he's hopeful the Food and Drug Administration will give full approval to the coronavirus vaccine by the end of August and predicted the potential move will spur a wave of vaccine mandates in the private sector as well as schools and universities.  The FDA has only granted emergency-use approval of the Pfizer, Moderna and Johnson & Johnson vaccines, but the agency is expected to soon give full approval to Pfizer.  That approval will hopefully encourage more unvaccinated Americans to get their shots as the delta variant continues to surge through much of the United States -- with many of the infected being children.  One example: children with COVID-19 used to make up 1% of patients hospitalized at Children's Hospital New Orleans. Now they account for about 20%, according to Dr. Mark Kline, physician-in-chief at Children's Hospital New Orleans.  He said about half of the children hospitalized are under 2 years old. Most of the others are between 5 and 10 years old, so too young to be vaccinated.   And National Institutes of Health Director Dr. Francis Collins expanded on that with ABC "This Week" anchor George Stephanopoulos this weekend saying: "We know that kids under 12 are likely to get infected and if we don't have masks in schools, this virus will spread more widely" putting kids right back into the remote learning they were in when the pandemic first began.  Back-to-school season has already begun.

All U.S. service members will have to roll up their sleeves for COVID shots by mid-September.

Police on the lookout for a dangerous prisoner in Teller County.

Spirit Airlines still can’t seem to overcome its problems this week as it has cancelled hundreds more flights today and its passengers remain stranded in random cities.  Today the CEO is telling ABC News it will take until probably the middle of next week to get back on track and that until then, there will be cancellations every day. He says getting the airline back up and running has been more complex than they expected, particularly with getting crews where they need to be and getting passengers out on flights. He says it’s like putting a puzzle back together. The airline blames weeks of weather, staffing, and computer problems that finally ate away at their system until it crumbled.  The CEO promises they have learned lessons to prevent the chaos in the future.

The Pueblo Police Department arrested the woman accused of attempting to shove her child into the trunk of a car.

President Biden is set to announce actions this afternoon aimed at cutting climate-warming emissions from US cars and trucks. The president will sign an executive order that calls for half of all new car sales in the country to be EVs by 2030. The EO is a goal, however, not a mandate – and therefore not enforceable. General Motors, Ford, and Stellantis (the parent company of Chrysler, Jeep, Dodge, and others) are on board with the plan, noting in a group statement that the goal can only be achieved “with the timely deployment” of the electric vehicle policies included in Biden’s infrastructure plan, which is currently working its way through Congress.
