President Biden will ease foreign travel restrictions into the U.S. beginning in November, when his administration will require all foreign nationals flying into the country to be fully vaccinated as well as providing proof of vaccination before boarding, as well as proof of a negative COVID-19 test taken within three days of flight. Biden will also tighten testing rules for unvaccinated American citizens, who will need to be  tested within a day before returning to the U.S., as well as after they arrive home.  The Centers for Disease Control and Prevention will also require airlines to collect contact information from international travelers to facilitate contact tracing.

Earlier today, FBI agents and police swarmed the home of a man wanted for questioning in the disappearance of his girlfriend, Gabby Petito, whose body was apparently discovered over the weekend at a Wyoming national park (forensic identification has not been completed yet but an official said Petito's family had been notified.) The FBI's Tampa office said in a tweet that it was serving a search warrant, and local media reported that 23-year-old Brian Laundrie's parents were seen getting into a police van outside the home. Agents would not comment further.  Video showed at least a dozen law enforcement officers pulling up to the Laundries' house in North Port and rushing inside. Brian Laundrie and Petito had been living with his parents before making the cross-country trek on which she died.  Petito, 22, disappeared after she and Laundrie left in July in a converted van to visit national parks in the West. They got into a fight along the way, and Laundrie was alone when he returned in the van to his parents' home on Sept. 1, police said.

The top U.S. military officer today defended the phone calls he made to his Chinese counterpart in the final months of Donald Trump's presidency, saying the conversations were in keeping with his duties as chairman of the Joint Chiefs of Staff. In a written statement, Gen. Mark Milley's spokesman, Col. Dave Butler, said Milley acted within his authority as the most senior uniformed adviser to the president and to the secretary of defense. "His calls with the Chinese and others in October and January were in keeping with these duties and responsibilities conveying reassurance in order to maintain strategic stability," Butler said. "All calls from the chairman to his counterparts, including those reported, are staffed, coordinated and communicated with the Department of Defense and the interagency."  Milley, the chairman of the Joint Chiefs of Staff and the president's top military aide, feared that Trump could "go rogue" after the Jan. 6 Capitol riot, and worried that he could stoke military conflict to cling to power and derail the peaceful transfer of power, Washington Post reporters Bob Woodward and Robert Costa write in "Peril."  Milley was not the only senior Trump administration official worried about Trump's behavior and the potential national security implications. CIA Director Gina Haspel also worried that Trump would attack Iran after he declined to rule out military action over its nuclear program in November, the authors wrote.
